Job Purpose: This position is to assess, develop, coordinate, administer and review all day-to-day operational activities associated with the talent acquisition and pre-employment functions of the College. The position will ensure that programs and activities are developed, managed, and reviewed using a data-driven approach that sets priorities for improvements that align with ongoing strategic imperatives.

Minimum Requirements:
Education: 1. Bachelor's degree in business, human resources management, or related field. 2. Master's degree in a related field (preferred). Experience: 1. A minimum of five years' of related experience in talent acquisition, including direct staff supervision / management. 2. A minimum of three years' of related experience in talent acquisition, including direct staff supervision / management.
Licensure, certification, registration or other requirements: Current PHR, SPHR, SHRM-CP, SHRM-SCP preferred

Essential Duties and Responsibilities:
1. Develop and implement talent acquisition goals and objectives that support and are consistent with senior administration and the College's strategic plan. 2. Manage the talent acquisition processes for exempt and nonexempt positions; create responsive, nimble, processes that can instantly respond to the college's various needs.3. Manage all steps in the formal recruitment process, including sourcing, recruiting, interviewing, selection and pre-employment processing; oversee the employment processing center and all pre-employment practices and processes, serving during peak periods and as a back-up as necessary.4. Manage and ensure a positive experience for applicants and prospective candidates including utilization of clear, concise and welcoming communications including regular status updates throughout the application process. 5. Review and approve all selection decisions and ensure compliance with applicable laws, regulations, college policies, and college procedures.6. Develop and assign fair and equitable salary offers in compliance with internal pay practices; extend offers to successful higher-level administrators and negotiate where necessary. 7. Create a welcoming and positive experience for the successful candidate, guiding them through the onboarding process, providing them with the pre-hire packet, information on the New Hire Orientation, and their supervisor's contact information.8. Ensure the hiring manager is aware of the new hire onboarding checklist, making sure there is a smooth transition for the candidate from Human Resources to the hiring Manager/supervisor.9. Ensure that positive relationships are created and maintained with the College, outside vendors, and talent sources and that these are monitored to yield cost-effective, high yield, returns. 10. Develop policies, procedures, systems, and strategies to improve the efficiency and effectiveness of the College's talent acquisition and on-boarding processes; ensure consistency in all applications.11. Facilitate CCAC's commitment to diversity by collaborating with senior leadership to develop, implement, and evaluate recruitment and marketing strategies to attract and retain a well-qualified and diverse workforce for all categories and levels of positions, developing relevant analytics to track hires, transfers, and promotions that will assess the impact and effectiveness of such efforts.12. Research, develop, advise, consult, and train CCAC supervisors, staff, hiring managers, search chairs, committee members, and other employees regarding the hiring process, federal and state employment laws, regulations and the CCAC recruitment processes and tools.13. Collaborate with recruitment staff and administration to forecast current and future workforce needs.14. Supervise, train, develop, evaluate and provide leadership to talent acquisition/recruitment staff. 15. Provide superb customer service to internal and external customers, using effective listening skills and ensuring timely research and follow-up through resolution. Timely respond to emails and phone calls and participate effectively in collegiate discussions, ensuring positive interactions with employees at all levels of the organization. 16. Perform other duties as required or as assigned.

Clearances: Current criminal record/child abuse clearances will be required if offered the position and to be employed at the College. The three clearances are Pennsylvania Child Abuse History Clearance, Pennsylvania State Police Criminal Records Check, and Federal Bureau of Investigations (FBI) Criminal Background Check.
